Concepts of Independence, the Consumer Directed Personal Assistance Program,
is a 501(c)(3) not-for-profit organization, whose only purpose is to administer
Consumer Directed Personal Assistance Program (CDPAP) services in the New York
City area.
We are committed to this philosophy and its underlying principles of independence,
consumer direction and self-determination. Over time, our consumers have grown to
include individuals who require high-level home care services and consumers who are
not independently self-directing, such as children and the frail elderly who require
the assistance of a surrogate.
Prior to 2003, Concepts of Independence also administered CDPAP services to Consumers
living in the counties of Westchester, Albany, Nassau, Schenectady, Saratoga and
Clinton. The Board of Directors made a decision to form an affiliated not-for-profit
company, Concepts of Independent Choices, to better serve these Consumers. Now
county specific programs can be developed that meet the needs of their respective
Consumers and Personal Assistants, while maintaining the same resources that result
in economies and efficiencies of a much larger organization.
Mission Statement
Concepts of Independence’s mission is to administer and advocate for Consumer
Directed Personal Assistance Services which will permit chronically ill and/or
physically disabled individuals receiving Medical Assistance in the New York
City area to live in the community with independence, autonomy and greater
freedom of choice.
